Workshop: e-Inclusion of vulnerable groups
29-30 September 2010

Marginalized and vulnerable groups should not miss out on the benefits of the Information Society simply because of their social or cultural status. In EU countries different programs and strategies have been deployed to help immigrants, disabled people, the unemployed and those from economically disadvantaged areas, offenders, former substance addicts, etc. bridge the digital divide. The aim is to harness ICT to help people assimilate into their communities, live more independent lives or improve access to the jobs market.

A two day workshop e-Inclusion of vulnerable groups organised on 29 and 30 September in Belgrade aimed at presenting policies and initiatives from the EU countries, conducted mainly by CSOs and sometimes supported by some national or local policies, as well as the initiatives from Serbia .

The workshop e-Inclusion of vulnerable groups is the first of the four workshops that will be organized as a part of the project Click to Europe until June 2011.

Goals:

  • To facilitate exchange of experiences and transfer of know-how and best practices from EU professional organisations and networks actively working on in e-inclusion of vulnerable groups to civil society organisations and public sector representatives in Serbia working in the same field.
  • To introduce participants with e-inclusion policies and initiatives in Spain and other EU countries and projects conducted by CSOs and local/national governments
  • To introduce participants with good practice examples and initiatives from Serbia in the field of digital inclusion of vulnerable groups
  • To analyze and identify adequate EU programs and policies that could be applied to bridge the digital divide between disadvantaged groups and mainstream society in the Serbian context, especially related to:
    • Empowerment for Employability - identifying necessary components of a comprehensive program for empowering persons from disadvantaged groups for active participation in the labour market.
    • ICT as a part of rehabilitation and resocialisation - identifying practices where ICT education can serve as rehabilitation for inmates, youth in conflict with the law, patients in mental health hospitals, etc.

Facilitators are members of a Spanish CSO Esplai: Pedro Aguilera, Virginia Pareja and Marta Mans Valles, as well as professionals from IAN, all with yearlong experience in implementation of programs for vulnerable groups. Guest lecturer will be Microsoft representative.
